Unfortunately, you can't make gangs :( I think people abused them and so now they create gangs whenever they need, otherwise you join a pre-existing.

There's a link for a tutorial at the top, pretty helpful. i'm becoming pretty decent through and through, so let me know if you (or anyone) has any questions.
