"Rebuilding Americas' Defences" is a document written by "The Project for a New American Century", a bunch of neo-con wannabe dictators whose members include Dick Cheney, Jeb Bush, Donald Rumsfeld, Paul Wolfowitz, Steve Forbes, William J. Bennett, Frank Gaffney, and I. Lewis ("Scooter") Libby.
I suggest you read it as it provides a scary insight into the minds of these monsters.
Amongst other things suggested in the document are:
"advanced forms of biological warfare
that can “target” specific genotypes may
transform biological warfare from the realm
of terror to a politically useful tool."
Genotypes are specific to each race, so basically what this means is that they think a weapon that can wipe out a whole race of people could be "politically useful". Are these the type of people we want running the biggest superpower in the world?
