It is an extremely good program - especially for no cost.

I used to use it on the regular when I made facepacks for management games at GetManaging.

There are loads of tutorials on the paint.net forum which help you do so many effects - water ripple, burnt paper, sketch photo, painted photo etc and many many more.

abo.....learn to render backgrounds, rather then just posting a picture, editing it
and using that as you background. ;)
