Based on a FIFA regulation, the FA would send a video of the incident to the official in question and ask 'did you see this?'. If the official admits to have seen it and did nothing by way of punishment at the time, the FA must stand by that ruling. Apparently FIFA is somewhat against meting out punishment after the fact or 're-refereeing' games.
