He's never been a 20 goal per season striker but the supply he's getting at Liverpool is much better than it was at Atletico, he's playing in Europe this season and there's no equivalent of the League Cup in Spain. It looks likely that he'll get 20+ this season.
I think it's too early for Torres to be branded World class yet but he certainly has the potential. Same with Rooney...
